The super-secret National Security Agency (in charge of snooping on communications by other countries) has launched a reorganization of its headquarters. The bureaucracy will be reduced, and decision-making will be centralized under the head of the NSA. Two studies have said that the existing bureaucracy has prevented the NSA from creating a unified vision of how to use new technology to continue the agency's mission.--Stephen V Cole
