Secretary of State Powell was serious when he said that he would rely on area specialists to provide their input directly rather than having it filtered through senior level diplomatic officials. Just before President George W Bush went to Mexico, he was briefed by four "desk officers" from the State Department. The last time that "desk officers" (as opposed to Assistant Secretaries or Under Secretaries) briefed a President on anything was during the Cuban Missile Crisis.--Stephen V Cole
