The Pentagon notes that Iraq is rebuilding most of the buildings that were damaged during Operation Desert Fox (Dec 98). The problem is that with virtually no intelligence sources on the ground inside Iraq, the US has no way of knowing what is happening inside the rebuilt structures. Army Chief of Staff Shelton complained that without human intelligence, there was no way to know if a repaired building now housed a bioweapons factory or a nursery school.--Stephen V Cole
